About PPIF
PPIF is a forum initiated by DRWG in Cambodia to promote, and provide protection on digital rights and internet freedom in Cambodia by mobilizing the voices across multi sectors in Cambodia and learning from regional and international experiences. PPIF is committed to be established annually under co-organizing of the members of DRWG. The forum is a place to exchange knowledge, skills, concerns, challenges, and lessons learnt for vulnerable groups, CSOs, governments, development partners, UN Agencies, academia and the private sector.

Objectives
PPIF aims to promote and protect internet freedom in Cambodia through provocative dialogue, debate and sharing from the practices and lessons learnt, including regional and international experiences.
- To create a dialogue platform as the exchange spaces, sharing lessons learnt, raising issues or related concerns on internet freedom and digital rights and exchange experiences.
- To identify the challenges of the situation of internet freedom in Cambodia through thematic consultations which would be conducted separately during the event.
- To advocate for the improvement of digital rights and internet freedom in Cambodia by consolidating in the outcome report which will be submitted to the Cambodian government related to internet freedom in Cambodia within the principle of ROAM-X.


Context
Phnom Penh Internet Forum (PPIF) will act and serve as a platform to enable dialogue, exchanges of ideas, best practices from both local and regional as well as public awareness raising on digital rights and internet freedom. With challenges faced by civil society organizations in the drafting process of law and policies, this forum will provide opportunities for CSOs and government discuss and find ways on how CSOs can engage in the law making and policy making processes and contribute to developing an Internet which is rights-based, open, accessible and meets the needs of all stakeholders. The CSOs led Digital Rights Working Group (DRWGs) will lead the first Phnom Penh Internet Forum in the country to promote and protect digital rights and foster internet freedom in Cambodia.

- Increased public awareness of the situation of digital rights and internet freedom issues in Cambodia
- Fostered a dialogue of engagement for the improvement of legal protection of HRDs, journalists, CSOs and the public in the digital sphere.
- Incorporated all concerns and challenges of digital rights faced by HRDs, journalists, and marginalized groups to private sectors, and tech companies.
- Developed and submitted the outcome reports to the concerned ministries to call for addressing critical challenges of internet freedom in Cambodia.
Event Format
PPIF will be conducted for two days. The first day will be focused on Cambodian NGOs, unions, HRDs, journalists, citizen journalists and private sectors. The objective is to raise awareness of the analytical point of view of current and drafted digital law and to collect the inputs from participants. On the first day, the session will be divided into two; presentations and panel discussion (morning session) and thematic workshops (afternoon session) focused on media and internet, diversity and internet, private sector and internet as well as CSOs and Internet. On the one hand, the second day will emphasize the multi stakeholder’s engagement such as government officials, UN agencies, tech companies and the public. The goal is to achieve a transparent and accountable decision-making process with inputs from stakeholders and their support of decisions that are taken. The second day focus will broadcast online via member’s Facebook page. And, the session will be divided into two; presentation and panel discussion (morning session) as well as outcome reports presentation.
